Preheat the oven
to 180°C (350°F).
Place the potatoes in a large pot and cover with water.

Drain and mash the potatoes with some butter, salt and pepper.In a separate pan, melt the remaining butter over medium heat. Add the onion and garlic and cook until softened, about 5 minutes.
Stir in the flour and cook for 1-2 minutes. Gradually stir in the milk, bring to a simmer and cook until thickened, about 5 minutes.
Add the fish, peas, and cheese to the sauce, and season with salt and pepper to taste.
Pour the mixture into a baking dish and spread the mashed potatoes on top.
Bake in the oven for 25-30 minutes, or until the top is golden brown and the filling is bubbling.
