Preheat the oven
to 175°C (350°F) and grease a 23×23 cm (9×9 inch) baking dish with butter or non-stick spray.
Make first the chocolate chips cookie layer, which will be the bottom layer.
In a medium mixing bowl, combine flour, baking powder and salt.
In a separate mixing bowl, cream together the butter, granulated sugar, and brown sugar using an electric mixer until light and fluffy.
